Natural, Accidental, and Intentional Incident Risks and Vulnerabilities

Abstract

This presentation will put the current pandemic in perspective with the experience of many other threats that we deal with in designing and operating buildings. The science and engineering of building design and operation is not nearly settled for the current risks and exposures. ASHRAE’s role in airflow in and around buildings, filtration, and ventilation provides the basis for handling natural, accidental, and intentional incidents, but not all the current and possible future issues. On the one hand, ventilation systems can dilute, filter, or pressurize to limit movement. On the other hand, they can provide an opening and paths for distribution in and throughout a building. We have no industry consensus and documented experience to show the path forward with these new concerns. 

Presenter Bio:

Larry Spielvogel is a Consulting Engineer in Bala Cynwyd, Pennsylvania. He holds a B.S. in Mechanical Engineering from Drexel University and is a Registered Professional Engineer in 49 States. He is a Fellow of ASHRAE, was an ASHRAE Distinguished Lecturer, and a winner of its Distinguished Service Award. He has served on the ASHRAE Board of Directors and on many standing and technical committees. He spent 19 years as a member and chaired the ANSI/ASHRAE/IESNA Standard 90.1 Project Committee from 1999 to 2002, which serves as the basis for most building energy codes and is the energy benchmark for Federal tax legislation, the US Green Building Council LEED® Program, and most other green building programs. Civic volunteer service includes the US National Academy of Sciences Committee on Terrorism, his Township Construction Codes Appeals Panel, the Boards of the Lower Merion Symphony Orchestra, the Interfaith Coalition on Energy, and the Military Order of the World Wars. His practice is limited to consulting on energy management, procurement, and problem solving in buildings, and he has been a consultant on many major buildings around the country and the world.
